I have a valid NTS for FAR which is expiring on April 14th, but I’m not ready to take the exam due to lack of preparedness. I have also re-applied to CA state board but not yet made my exam selections. I wanted to know if I can re-select FAR with the new application in this testing window (April-May) if I don’t appear for the exam, that way I get a new NTS which will be valid for another 9 months?

Contact your Board about the effects of canceling. If you just don't show-up for the test you will receive a “no show” which counts the same as if you took the test (you won't be able to take it again in the same window). I don't know if canceling is different.
