IT Segregation of Duties Question

Okay, so in the Becker book, it says that theoretically, the duties of the system analysts and the computer programmers should never be combined. Then, it goes on to say that they typically are combined. Okay, whatever… Then in a Becker MCQ answer, it says that the duties of system programmers and application programmers should never be combined, so I made sure to memorize that fact nugget. But then in a Becker Final Exam MCQ answer, it says that it is highly unusualy, but not IMPOSSIBLE, for the same person to perform both the functions of the system programmer and the application programmer.

How are we supposed to answer these segregation of duty questions if there are no absolutes???

I believe both a system programmer and an application programmer fall under the computer programmer class. The system programmer is in charge of the Operating System functions while the application programmer designs the actual applications that are needed by the company.

From what I recall from the IT chapter, both application and system programmers are simply types of programmers.

So, a person can be both an Analyst or a Programmer (application/systems). But it is rare for a person to be both the application programmer and the systems programmer (no relation to the System Analyst).
