So, is it possible to pass BEC if you’ve mastered all areas outside of Operations Management? It’s worth around 14 percent, correct?

Basically, I can’t grasp these concepts and have figured out that I am going to have to guess on those questions. I am scheduled to sit for BEC on 11/30 and don’t want to waste anymore time “not understanding” this section.

That's doubtful, operations management is the bulk of a full chapter (of 5 total–in Becker anyway). If you're having trouble on certain concepts, at least get down the basic ones that you can handle (e.g. you may have trouble with some of the cost accounting calculations, but don't skip the basics of DM, DL, OH and what is inventoriable/expensed, etc.). Unless you're a master at the rest of the exam, it's a pretty big risk to skip the section. Do your best though. I studied for BEC in a span of about 2.5 weeks total so you definitely have enough time to work through what's giving you a tough time. It's a tough section, but you should be fine. If anything, when you're getting nowhere with operations mgmt, at least review other sections so you're making a good use of your time.
