For which of the following applications would the use of a fuzzy logic system be the most appropriate artificial intelligence (AI) choice?

An insurance company that has adopted cooperative processing is planning to implement new standard software in all its local offices. The new software has a fast response time, is very user friendly and was developed with extensive user involvement. The new software captures, consolidates, edits, validates, and finally transfers standardized transaction data to the headquarters server. Local managers, who were satisfied with existing locally written personal computer applications, opposed the new approach because they anticipated.

I thought it was increased workloads. I kinda get that decentralization leads to more accountability. The reason I failed to find the right answer is that I didn’t quite get how “writing local personal computer applications” indicates less accountability—how is there a difference in accountability between the scenario before the change and after?
