What’s difference between evaluators and control personnel?

According to Wiley, Evaluators monitor controls. So what do control personnel do?

I THINK the control personnel are the ones responsible for actually doing the work. For example, you have to segregate cash functions, so you don't have the same person writing checks, making deposits or reconciling the bank statement. The people responsible for those functions are the control personnel. If I'm wrong, someone please correct me! I can't get to my Ninja notes right now.

I haven't had much luck finding the definitions anywhere but your explanation seems to make sense. Control personnel implement controls and Evaluators monitor controls. Hopefully I get another practice mcq on this subject just to be sure.
