Which authoritative document does this requirement come from?

Hi,

Although I know that issuers are required to be audited annually and be reviewed for quarterly information, I cannot find such requirement in authoritative documents (such as GAAS, PCAOB or SOX). Does anyone know where does this requirement come from?
