Do the entities have voucher payable dept, accts payable dept, and treasurer dept ? are they independent from each other?

Vouchers Payable and Accounts Payable are different terms you might see on the exam for the same department. This department typically matches purchase orders and receiving reports with vendor invoices and approves them for payment. The checks then go to the Treasurer's Dept. to be signed and mailed.

In Becker book, Dept list inlcudes Voucher payable dept, no accts payable dept. But in Test control table, shows Accts payable dept, no Voucher payable dept.

why do they do like that?

They like to do that..hence the suggestion for doing boatloads of MCQ's to get accustomed to the language/phrases they like to use. Why say “execpt for” opinion? Why not just say qualified opinion? IMO, it comes down to understanding concepts, understanding the question, and making sure you read and pickup on key words.
