On the Dual Opinion on Regulatory Basis, Does that GAAP opinion always be the adverse opinion? Thanks.

I don't understand your question. You're talking about adverse and also dual reporting (a weird area). As far as dual reporting requirements, it depends on the jurisdictions…new standards were issued a bit ago:
