I’m confused with “compliance with laws and regulations and I/C over financial reporting” and “compliance with compliance requirements applicable to each major program and I/C over compliance”

I’m using Becker and it says on A6-57 that

GAS requires “compliance with laws and regulations and I/C over financial reporting” and

OMB Circular A133(SAA) requires both “compliance with laws and regulations and I/C over financial reporting” and “compliance with compliance requirements applicable to each major program and I/C over compliance”

Does this mean if only GAS is applied, you report on F/S, IC over FR, &Compliance with l/r(in total 3 sub. matter), and if SAA is also applied, you report on the above three + IC over compliance and compliance with requirements (in total 5 sub. matter) ???????????

PLEASE HELP!!!
