Does a Reporting Accountant have to be independent?

Does a reporting accounting on the application of accounting principles have to be independent ?

All the reporting Auditors have to be independent (in fact and in appearance).

To Complie F/S – you dont need to be independent but have to disclose it since its implied as independent .

To Review F/S – Auditor has to be independent.

for consultation service – There is no need to be independent and disclosure.
