The engagement letter and management rep letter are two different things… Engagement letter is obtained at the start of the engagement to obtain an understanding of what the engagement will entail and the rep letter is signed by management upon completion of the engagement, which is more of an auditor's final “cover your butt”. You said it was a compilation, which provides no assurance (as opposed to an audit or review), therefor the “cover your butt” isn't needed. You still want the engagement letter because you want the client to know you are not providing assurance. Does that make sense?

I makes sense to me now, but just a little. Thanks anyway.

I like how you said “cover your butt” not being needed.

Would “cover your bird” be needed then? [Just kidding! LOL]

ARE CONTINGENT FEES PERMITTED WITH APPROPRIATE SAFEGUARDS UNDER IFAC?

    Really?

    MCQ from WTB:

With respect to the acceptance of contingent fees for professional services, the IFAC Code of Ethics for Professional Accountants indicates that the accounting firm:

    a. May accept contingent fees for all types of engagements.

    b. Should establish appropriate safeguards around acceptance of a contingent fee.

    c. Should not accept contingent fees.

    d. Should accept contingent fees only for assurance services other than audits of FS.

Choice B is correct. The IFAC Code indicates that if the contingent fee presents a threat to apply fundamental principles, the firm should establish appropriate safeguards.

A is incorrect because the IFAC Code does not contain these provisions.

C is incorrect because a contingent fee may be accepted if threats can be reduced to an acceptable level.

D is incorrect because the IFAC Code does not contain these provisions.

From Becker's AUD-B p. A6-27, only the ff. services are permitted with appropriate safeguards per IFAC, in which I formed my own mnemonic, “BAILED”

    B – Broker

    A – Actuarial

    I – Internal audit, Investment banker/advisor, Info-Financial Information systems design & Implementation

    L – Legal

    E – Expert services

    D – Dealer

@amordiva Becker pg A6-27 shows that contingent fees is permitted under IFAC (I see a check mark).

    BEC: 73, 81
    AUD: 85
    FAR: 71, 77
    REG: 74, 75...finally DONE! 😀

*This is my 2nd attempt at the CPA exam. For all of you who have failed this exam many times, given up on it, or taken a break like me, remember that it is still possible to finish what you started...failure is the opportunity to begin again more intelligently 🙂

@Yama1317, thanks for taking time to reply to my question. I have waited for 21 hours for any feedback.

Is the check mark supposed to mean impaired independence under any circumstances?

I would think so, even though I know that is not what your answer choice is saying. I haven't gotten to that part yet (I am only studying through Becker MCQs and almost getting to review everything). If I saw this question in the exam though I would probably guess the right answer cause more likely than not, the correct answer will not be the the answer that says ALL or NEVER or ALWAYS or ONLY (see choices A and D). Also, if you know that contingent fees are allowed then you know C is out.

Sorry I can't be much more help. If I run into something else while I am reviewing I will let you know!

I'm not difficult to talk to. LOL.

If I would be told ‘something' is permissible or permitted under any circumstances then I should be convinced with that. I've already worked on all the professional responsibilities MCQs from WTB. Overall, it's telling IFAC does permit contingent fees with appropriate safeguards, which contradicts the Becker's independence table from A6-27.

I will have to change my mnemonic for services that permit contingent fees with appropriate safeguards under IFAC:

    From “BAILED” to “CALIBrED”

    Thanks again, Yama.

Taking this thing tomorrow… any last minute advice/study tips? I've done tons and tons of MCQ and am pretty comfortable with research sims. Not sure what else I should be looking at except a final review tomorrow morning, and the second becker final exam tonight.
