So far I am thinking about applying to USC, CSU-East Bay, and CSU-Fullerton. Do these schools offer great quality masters in taxation programs that aren’t just there to help students meet the 150-credit requirement? If not, what are your suggestions?

Of the schools you listed, USC has the best Master of Taxation program in California. CSU-Fullerton is also up there. No offense to anybody that is taking classes or completed their Master of Taxation at CSU East Bay, but the program is in it's infancy. If you were in an applicant pool of candidates for a position where you were competing against USC grads, you would have no chance.
