Let’s say that my target market for audit services are non-profits like private schools and churches

Who makes the decision as to whether or not they my accounting firm to do the work? Realistically, is it all on the school board or does the principal have a say in it?

Usually it is a board of some kind. I have several gov. audit clients and the report is always addressed to and presented to the board because they are responsible for the financial statements of the agency.
