I’ve been asked to fill out information for a third party vendor for a background check after my first round and before my second. Is this a normal process for big4? Is this a good sign or am I looking too much into it?

Its a good sign, but kind of weird. I wasn't requested to provide all that until after I accepted the offer. That's lots of paperwork and lots of personal information to bother filling out and handing over without an offer of employment.
