After my second round interview with a Big 4 firm, they said they would extend offers this week for internships. The recruiter called me up today and said that the company would need more time to consider me as a candidate. Does this mean they are waiting to hear back from others who they have already extended offers to, but they are still potentially interested in me?

From my understanding, there are two rounds of offers. First round is usually given the same day or the next day and those offers are to their first pick candidates. After a week, if any first round offers get declined, they extend second round offers to the remaining candidates. It seems like you are in the second round. Don't lose hope!
